The NDCF, a membership-based forum, was established due to the need for a juristic person to represent the residents and voters of the northern suburbs in the Cape Peninsula at ward up to local council level.
In particular, the NDCF is concerned about objections submitted against proposed developments which then gets approved by the City of Cape Town and continue without regard to any of these objections.
The NDCF is not opposed to development, but the heavy traffic caused by the poor roads infrastructure at present, do not allow for further development. Development means progress and are therefore welcome, provided the roads, sewerage and storm water infrastructure keep up with it.

Die NDCF, ‘n lidmaatskapgebaseerde forum, is gestig as gevolg van die behoefte aan ‘n regspersoon om die inwoners en kiesers van die noordelike voorstede in die Kaapse Skiereiland te verteenwoordig tot by plaaslike raadsvlak.
Die NDCF is veral bekommerd oor besware wat ingedien word teen voorgestelde ontwikkelings wat dan deur die Stad Kaapstad goedgekeur word en voortgaan sonder om enige van hierdie besware in ag te neem.
Die NDCF is nie gekant teen ontwikkeling nie, maar die swaar verkeer wat tans deur die swak paaie-infrastruktuur veroorsaak word, laat nie toe vir verdere ontwikkeling nie. Ontwikkeling beteken vooruitgang en is dus welkom, mits die paaie, riool en stormwaterinfrastruktuur daarmee tred hou.
Ons doelwitte in ons konstitusie (sien www.ndcf.co.za) is soos volg omskryf:
• om verskillende en spesiale projekte in die verskillende areas te fasiliteer wat die breër gemeenskap sal bevoordeel,
• om gemeenskapsdienste te lewer
• om met ander organisasies met soortgelyke doelwitte saam te werk
